How do we deal with neighbours that shout abuse at the kids through the wall??

Have been having problems with our neighbours for some time now. Local authority know as they pay rent and the police have been contacted numerous times. Have been to mediation also to no avail it still continues. Currently only went back to work before xmas due to the stress of it all. He has now started banging on the wall again, running up and down the stairs banging the wall and shouting at the kids to shut up you bunch of f........ b......... Our children are only 6, 4 and nearly 2. So any help /suggestions would be helpfull. Not sure if this is under the remit for slander. Thanks
