What happened at the end of the movie Thirteen?

Evie set Tracy up because she knew that the adults wouldn't believe Tracy anymore. Evie wanted to get herself out of trouble and make Tracy pay so she made it sound like everything was Tracy's fault--and that she was just trying to 'protect' her.
