Is there any human structure of knowledge and action that promotes the Good without creating Evil?

If so, what is its essence? Evil is the failure of structure be it individual, e.g. ego, or collective to perform its desired end. Is there such a thing as an un-pervertible structure for Good? Can there exist even a void-structure that prevents another structure imposing itself?
