How does the position of the sun change if your living in the western hemisphere?

Earth rotates in 24 hours around itself. So every appearance on the sky for observer A in east, shall some hours later also be visible for observer B in the west, if both observers really stand on same 'latitude'. So the 'longitude' doesn't matter.
